A citation action, would be the recording of the act of citing another persons work in such a way that that original information could retrieved, and the source followed.
Commonly this would happen when a transporter imports a reference or content from an external work into wiki.
A fork action could also be considered a citation, in which case the appearance of these two events should look similar in the Citation Bar.
